The caption in GLB 27 just calls this "jumperskirt". The name comes from the descriptive text: Lace adds a sweetness to the masculine regimental stripe! The front ribbon can be removed. Large ribbon at the back. There is also a colorway with black lace.
May have been released a year or so earlier and only published in 2008.
