This high-waisted dress has a beautiful silhouette that takes advantage of the quality of the material, and has elastic shirring at the neckline and waist, making it a perfect fit for everyone. You can also wear it off-shoulder with the shirring for a lady-like look. The skirt has two tiers of petticoat-like tulle ruffles to maintain its bell-shaped volume.
